Our mandate
The JBACE is the preferential and official advisory forum for responsible governments concerning the Territory covered by Section 22 of the James Bay and Northern Québec Agreement (JBNQA). It is mandated to oversee the administration and management of the environmental and social protection regime of the JBNQA (Section 22). The Committee advises the governments concerning the formulation of laws and regulations that may affect the environment or the communities in the Territory. The Committee also examines environmental and social impact assessment and review procedures and mechanisms in order to ensure that, among other things, the Cree special status of involvement is respected. Moreover, the JBACE provides technical and scientific data, advice, and support to the local administrations as obtained from responsible government bodies.
