The James Bay and Northern Québec Agreement (JBNQA) established an environmental and social protection regime. The role of the JBACE is to oversee the administration of the regime for the Territory covered by Section 22 of the JBNQA. The latter provides for the review of laws and regulations to make sure they do not affect the rights guaranteed to the Crees, as well as for an environmental and social impact assessment and review procedure to minimize the negative impact of development.
The JBACE is currently working towards modernizing the impact assessment and review procedure in the light of social and technological changes and public participation standards.

One of the JBACE’s mandates is to study and comment, before their ministerial sanction, the Tactical Plans for Integrated Forest Development covering the territory subject to Section 22 of the JBNQA.
In 2018-2019, the JBACE commented on several draft regulations and government initiatives, as well as moving forward with its projects.
